BfA pre-order worth it?

Hi,


My understanding is that we have to reach max rep with legion factions to use the new races.

For one I do not see that advertised.
Two, how will that effect new and returning players after the launch of BfA. Will they be grinding legion rep to play the new content?


Please help.
